In his first speech since he became the chairman of the US Securities and Exchange Commission (SEC) in April, Paul Atkins addressed some regulatory concerns around the Cryptocurrency Industry.
In comments prepared for the speech of May 19, Atkins Said This was a “new day” for the Crypto industry under the current leadership of SEC. He suggested that the financial regulator would be more open to “customizing and adjust new developments”, following its laws.
“Crypto markets have been deteriorating in seconds for years,” Etkins said:
“While I have instructed the employees of the Commission in my policy divisions to draft the rules related to the crypto, the employees continue to ‘clean the brush’ through the state’s level statements.”
Before Atkins stepped in the role of SEC chair, the commission’s works under Donald Trump suggested that it would originally depart from the direction of former chairman Gary Gansler. In 2025, SEC has demolished several investigations and enforcement operations against crypto companies and issued guidance on memecoin and security tokens.

“As I have started my term as the Speaker, I can tell you that we are coming back to our roots of promoting stifting, instead of innovation,” Etkins said. “Markets innovate, and SEC should still not be in the business of asking them to stand up.”
In search of Congress for market structure
As a comment by Atkins, US lawmakers considered the draft law to establish a regulatory structure for the crypto markets. The proposed bill, proceeding through the House of Representatives, can clear the SEC and Commodity Futures Trading Commission (CFTC) to clear the roles in maintaining and regulating digital assets.
Until the law passes the Congress and is not signed in the law, the SEC rules and guidelines on Crypto can face pushbacks from the affected parties.

The SEC chair has given opening comments and discussed the round table incidents of the Commission, discussing digital assets and regulatory issues around the blockchain. The next event scheduled for 9 June, will cover decentralized finance.
