Openai’s status page indicates that this partial outage continues for 37 minutes and most issues are related to interaction with Chatgpt. This means that AI can make an error while responding to a query from you or just not answering.

It is listed as a partial outage that is still ongoing and affecting mostly paid users. I have my own chatgate plus account and has not yet been faced with any issue, although the reports on down detectors are still less in thousands – 1,500 in the US and about 700 in the UK.
It is possible that this morning has a low-stable effect on the services of the flat.
